Russian Foreign Minister Sergei Lavrov, in an article titled "Ukraine, Europe and Global Security" that was not published at the last moment by Politico Europe, accused European countries of being unwilling to conduct meaningful dialogue with Moscow and of preparing for a future confrontation with Russia.
