Stepan Bilchenko, a lecturer at Lviv University, was found beaten and unconscious in the Kyiv region. According to his friend, he had previously been detained by TCC employees in Lviv, UNN writes.

News appeared online that a man with a fractured skull and unconscious, who was beaten by TCC representatives, was found near Kyiv. According to the victim's friend Vladyslav Kononov, this is Stepan Bilchenko, a laboratory assistant at Ivan Franko Lviv University and a Protestant believer.
Bilchenko was taken by TCC employees in Lviv, in the Stryisky market area, around 9:00 AM. He was on his way to work at Ivan Franko Lviv University, where he worked as a senior laboratory assistant at the Nuclear Physics Educational Laboratory, teaching practical and laboratory classes to students. He was taken to the Lychakiv-Zaliznychny ORTCC and SP allegedly to update his registration data. However, he was forced to undergo a military medical examination in just two hours, without a proper medical examination! He didn't even visit most of the doctors
He noted that Stepan suffers from obstructive sleep apnea (OSA), but the commission stated: "If it doesn't bother you now, it means you're healthy."
Kononov claims that his friend was illegally detained all day, morally pressured, intimidated, given a summons, and forced to sign a document stating that he allegedly arrived at his own call at 7:00 PM.
According to the victim's friend, Bilchenko had two legal grounds for deferment:
- he worked at Ivan Franko Lviv National University, where for several years he held the position of senior laboratory assistant in the Nuclear Physics Educational Laboratory and taught practical and laboratory classes to students;
- he underwent alternative service due to religious beliefs and had relevant documents prohibiting him from carrying weapons.
Stepan found himself very quickly near Kyiv, how the situation developed is not fully known, but after express mobilization and quick dispatch to Kyiv, he was found on the side of the road by a man who called an ambulance. In the hospital, doctors diagnosed "brain edema, skull fracture (base/bone), and hematoma." The exact situation is not yet known. Stepan is currently in critical condition!
The Lviv Regional OTCC also reacted to this statement.
We inform you that during the verification of military registration documents, it was found that citizen Stepan Borysovych Bilchenko was not registered with any TCC and SP. Accordingly, citizen Bilchenko did not update his military registration data, thereby consistently and for a long time ignoring his duty as a citizen of Ukraine. Therefore, citizen Stepan Borysovych Bilchenko was delivered to the Lychakiv-Zaliznychny RTCC and SP. He underwent a military medical commission, according to the conclusion of which he was found fit for military service in the Armed Forces of Ukraine. He did not present any medical or any other documents that would give him the right to deferment
They added that Bilchenko, who worked as a laboratory assistant, did not acquire an independent right to deferment, and the Law of Ukraine on alternative military service is not applicable during martial law.

Bilchenko did not explain the circumstances of his injury to medics, but during the initial conversation with police, he denied the involvement of third parties, which was recorded on the patrol officers' body cameras.
Currently, the victim is in the hospital, and medics assess his condition as stable.
The man was in the back of the car, and while the car was moving, he jumped out of it. During the escape, he probably received the mentioned injuries

In Bukovyna, the regional TCC and SP invited a local resident to clarify military registration information, but during the military medical commission, the 32-year-old man fainted and later died. The police are investigating the circumstances of the incident and report what was recorded in the building while the man was undergoing the military medical commission.
