Volodymyr Zelenskyy signed Law 4273-IX (bill 12351), which changes the names of 103 local courts in various regions of Ukraine. The renaming has been agreed with state authorities and does not require additional costs.

Details
The law is aimed at renaming certain local courts in accordance with the laws on decommunization, protection of the state language and the rules for naming legal entities. It eliminates outdated names associated with totalitarian regimes or that do not correspond to the modern administrative-territorial division of Ukraine.
The renaming has been agreed with the relevant state bodies and expert institutions and will not lead to the creation of a new court, its reorganization or liquidation.
Additions
In general, within the framework of the Law, 103 local general courts in Crimea and Sevastopol, as well as in Donetsk, Volyn, Dnipropetrovsk, Zhytomyr, Zaporizhia, Kherson, Kyiv, Lviv, Kirovohrad, Luhansk, Mykolaiv, Odesa, Poltava, Rivne, Kharkiv, and Cherkasy regions, are subject to renaming.
In particular, it is planned to rename the Kirovsky District Court of the Autonomous Republic of Crimea to the Islam-Terek District Court of the Autonomous Republic of Crimea; Volodymyr-Volynsky City Court of Volyn Oblast to Volodymyr City Court of Volyn Oblast; Novomoskovsk City Court of Dnipropetrovsk Oblast to Samara City Court of Dnipropetrovsk Oblast, etc.

The explanatory note states that the draft law was developed in order to rename certain courts in accordance with the laws of Ukraine "On Condemning the Communist and National Socialist (Nazi) Totalitarian Regimes in Ukraine and Prohibiting the Propaganda of Their Symbols", "On Ensuring the Functioning of the Ukrainian Language as the State Language", "On Assigning Names (Pseudonyms) of Individuals, Anniversary and Festive Dates, Names and Dates of Historical Events to Legal Entities and Objects of Property".
The financial and economic justification indicates that the draft law is balanced and does not require additional expenditures from the budget.
However, the Main Scientific and Expert Department of the Verkhovna Rada indicates that the change of names of courts will have the consequences of state registration of changes to information about a legal entity contained in the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Formations, related to the change of names. This will necessitate changing signs, seals, etc., which entails additional costs from the State Budget of Ukraine during the period of martial law.
