The Berlin Declaration is signed in Germany, confirming that peace talks are impossible without Ukraine and its European partners. The document provides for increased military and financial support for Ukraine and its Euro-Atlantic integration.

On December 12, Germany adopted the Berlin Declaration of the Foreign Ministers of seven European countries and the EU. The document emphasizes that peace negotiations for Ukraine cannot be held without Ukraine and without Europeans on its side. This was reported by the Ministry of Foreign Affairs of Ukraine  , according to UNN.

Ukraine's Foreign Ministry explained that the Berlin Declaration confirmed the strong solidarity and resolute support of Ukraine by its partners at this crucial moment of confrontation with Russian aggression.

Among the important elements of the document, it should be noted that the declaration clearly states that the goal of the effort is Ukraine's victory. The document emphasizes that negotiations on peace for Ukraine cannot be held without Ukraine and without Europeans on its side

Ministers also reaffirm that Europe's sustainable security is inextricably linked to the restoration of a comprehensive, just and lasting peace for Ukraine on the basis of international law, including the UN Charter, with full respect for Ukraine's sovereignty and territorial integrity. Importantly, the document expresses continued support for the Peace Formula as a credible path to such a peace.

The Berlin Declaration clearly emphasizes the partners' support for Ukraine on its irreversible path to full Euro-Atlantic integration, including NATO membership, as well as on its path to EU membership

The Berlin Declaration demonstrates the intention to further limit the build-up of Russian military capabilities and put additional pressure on the Kremlin's sources of revenue, including energy, as well as the readiness to provide Ukraine with strong security guarantees, including reliable long-term military and financial support.

The Ministers specifically reaffirm their intention to continue to support the reconstruction and recovery of Ukraine and note that in 2025 the International Conference on the Reconstruction of Ukraine will be held in Italy.
