An office of the International Register of Damage for Ukraine has opened in Kyiv, which will record all damages caused by Russian aggression against Ukraine and serve as legal evidence to substantiate compensation claims. The first applications for housing destruction are expected in a few weeks, and other categories such as loss of life, health, forced displacement, and environmental damage are planned to be included.
The Office of the International Register of Losses for Ukraine has been opened in Kyiv. The Register's Executive Director Markiyan Kliuchkovskyi said that in a few weeks the first applications for damages will be accepted. Also, the already adopted list of categories of claims that can be registered will soon be published.

In his turn, Markiyan Kliuchkovskyi, Executive Director of the Register of Damages Caused by the Russian Aggression against Ukraine, reminded that the Register of Damages was established only 9 months ago, but in a few weeks the first applications for compensation will be accepted.
We informed you that this is not an easy start, that we are preparing our system to accept 8 million applications from victims: people, businesses, and the Ukrainian state
Kliuchkovsky also said who will be able to apply for compensation: the company's employees, the state, state-owned enterprises, and organizations that have suffered any losses due to Russian aggression.
Soon we will open the possibility of filing applications in the first category of losses, which concerns the destruction of housing. We expect 300 to 600 thousand applications in this category alone
HOW TO APPLY
Kliuchkovsky emphasized that the Register is very modern and digital, so applications will be submitted primarily online through Diia.
Offline filing methods will also be available. We are working to regulate this possibility, in particular through the administrative service center and other mechanisms
In addition, he noted that the list of categories of applicationsthat can be registered will soon be formally adopted .
The Registry Council, which is responsible for this, has stated that in addition to the destruction of property, businesses, real estate, and housing, it will also include claims related to loss of life, health, torture, sexual violence, forced displacement, deportation, deportation of children, damage to cultural and historical heritage, and the environment. In other words, the purpose of the Register is to be as comprehensive as possible, while remaining within the categories of damage recognized in international law
THE REASON FOR OPENING AN OFFICE IN KYIV
Kliuchkovskyi noted that the work of the Registry would be incomplete without its presence in Ukraine, as potential applicants, the public, business, state authorities, and local governments need to be informed about the Registry.
This is one of the important goals of the Kyiv Office of the Registry, which we are opening today. The Kyiv Office will also closely cooperate with civil society and non-governmental organizations that work with the consequences of Russian aggression and provide various types of assistance. Also with international organizations that have relevant mandates in Ukraine
The Kyiv Registry Office will also help to cooperate with the Ukrainian government.
The Office will be headed by Anna Khrystova, who is an extremely experienced lawyer and has worked with the Council of Europe.
ESTABLISHMENT OF A COMPENSATION COMMISSION TO DETERMINE DAMAGES FROM THE AGGRESSION OF THE RUSSIAN FEDERATION
Negotiations on the compensation commission are ongoing. It will be established by the participating states, just as the Register of Losses was established. These negotiations are already underway. We hope that in the next few months there will be substantial news on this matter
Malyuska noted that the concepts of creating a compensation commission and a compensation fund are becoming more and more clear.
Kliuchkovsky noted that the Register of Losses is only the first step.
