No State Final Examination – Government proposes new rules for the admission campaign

In 2027, students may be exempted from the State Final Examination (DPA), and admissions will consist of four subjects. This is proposed in the registered government bill No. 15254, as reported in parliament, according to UNN.

The document establishes simplified and clear rules for graduates and applicants for 2027.

In particular, the bill stipulates that graduating students are fully exempted from taking the State Final Examination (DPA).

As reported by the government representative in parliament, Taras Melnychuk, the bill is aimed at the legislative regulation of the organization of the 2027 admission campaign.

The draft law proposes to establish the following norms for 2027:

• competitive selection for higher education based on complete general secondary education, the educational-qualification level of junior specialist, the educational-professional degree of professional junior bachelor, and the higher education degree of junior bachelor is carried out based on the results of entrance examinations from 2024-2027, conducted using the organizational and technological processes of external independent evaluation and a creative competition (physical abilities competition) in cases provided for by law;

• entrance examinations for participation in the competitive selection for higher education based on complete general secondary education, the educational-qualification level of junior specialist, the educational-professional degree of professional junior bachelor, and the higher education degree of junior bachelor include testing in the subjects "Ukrainian Language," "Mathematics," "History of Ukraine," and an elective subject ("Foreign Language," "Biology," "Geography," "Physics," "Chemistry," "Ukrainian Literature");
• admission to professional pre-higher education institutions is carried out in accordance with the procedure determined by the central executive body in the field of education and science without complying with the requirements of the Law of Ukraine "On Professional Pre-Higher Education";
• students who complete each level of full general secondary education in 2027 are exempted from passing the State Final Examination.
