Defence City to be launched in Ukraine on January 5, 2026: what Ukrainian arms manufacturers can expect

The Ukrainian government has approved a package of Ministry of Defense decisions to launch the Defence City space from January 5, 2026. This will provide comprehensive state support to Ukrainian arms manufacturers for scaling up, modernizing production, and generating innovations.

Today, the Government of Ukraine approved a package of decisions developed by the Ministry of Defense, which are necessary for the launch of the Defence City space. It will be launched on January 5, 2026. This was announced by the Minister of Defense of Ukraine Denys Shmyhal, as reported by UNN.
According to Shmyhal, this refers to comprehensive state support for Ukrainian arms manufacturers to scale up and modernize production and generate innovations.
The government provided for:
🔹 the procedure for maintaining the Defence City register
🔹 methodology for calculating the share of defense income (qualified income)
🔹 the procedure for controlling the use of tax-exempt profit directed to development activities
🔹 the procedure for obtaining resident status and the procedure for annual confirmation of compliance with the regime requirements
🔹 protection of data of defense industry enterprises within Defence City by submitting an application to the Ministry of Defense, specifying which public registers or information the manufacturer seeks to restrict access to for security reasons
🔹 algorithm for relocation and protection of production facilities
🔹 mechanism for interaction between central and local authorities with overall coordination by the Ministry of Defense.
The special legal regime for supporting the Ukrainian arms industry will be open to enterprises that are strategically important for Ukraine's defense capability and meet defined standards and criteria
