Russian investigators stated that Ukraine was not involved in the terrorist attack in Crocus City Hall. The terrorists were recruited by the Afghan branch of ISIS, but the заказників are still not found.
The Investigative Committee of Russia has established that Ukraine is not involved in the terrorist attack in the Crocus City Hall shopping center near Moscow, which killed 145 people. The terrorists were recruited by the Afghan branch of the "Islamic State" "Vilayat Khorasan". According to Russian media, the lawyer of one of the accused, Oleg Vlasov, after reviewing the case materials, stated that the final version of the investigation is that the participants in the terrorist group were recruited by the leadership of the terrorist organization "Vilayat Khorasan", which is based in Afghanistan. At the same time, the direct perpetrators of the terrorist attack in "Crocus" have not yet been found, as follows from the 420 volumes of the case.
After the terrorist attack, the suspected terrorists received an order from the organizers to remain in place and meet the Russian security forces with a fight. However, they did not obey the order and left the shopping center. When the curators found out about this, they advised the terrorists to move to the border with Ukraine, but did not give instructions on how to cross the border.

According to Vlasov, there is no clear formulation of the motives for the attack in the case. One assumption is that the terrorist attack may have been related to the escalation in Israeli-Arab relations.
According to the representative of the Investigative Committee of the Russian Federation Svetlana Petrenko, the investigative actions with 19 defendants in terrorist crimes have been completed. They are in custody and continue to familiarize themselves with the case materials. Several more persons involved are wanted.
Based on the collected evidence, the investigation concluded that the terrorist act was planned and organized by the special services of an unfriendly state in order to destabilize the situation in Russia. Members of an international terrorist organization were involved in its commission
