Ukrainians of mobilization age already residing in the EU will not lose temporary protection - European Commission

The EU plans to extend protection for Ukrainians beyond 2027 with new rules for men. The restrictions will not affect those who are already in Europe.

Discussions are ongoing within the European Union regarding possible changes to temporary protection rules for Ukrainians after March 2027. In particular, the possibility of restrictions for men of mobilization age arriving in EU countries in the future is being discussed. This was reported by Radio Liberty, according to UNN.

As reported by Corinna Ullrich, a representative of the European Commission's Directorate-General for Migration and Home Affairs, EU member states currently support the idea of extending temporary protection for Ukrainian refugees after March 2027, although its termination was previously anticipated.

Of course, we all strive for peace, but we must plan based on an alternative scenario as well. At the same time, discussions are ongoing regarding possible adaptations of the rules for future arrivals 

– Ullrich stated during a "round table" at the European Parliament.

She clarified that this refers specifically to new applicants, not to Ukrainians who are already under temporary protection in EU countries.

When we talk about future arrivals, it is not about extending the status for those already under protection, but specifically about new applicants... This would not apply to those who already have temporary protection 

– the European Commission representative emphasized.

Thus, more than 1.15 million Ukrainian men who already benefit from temporary protection in the European Union will not lose their status.

The idea of limiting protection for people from so-called "safe regions" of Ukraine was also previously discussed; however, as Radio Liberty notes, the EU has abandoned this initiative.

According to Council of the EU data, 4.33 million displaced persons from Ukraine currently benefit from temporary protection in EU countries. The largest numbers of Ukrainian refugees are in Germany – 28.7%, Poland – 22.3%, and the Czech Republic – 9%.

According to Eurostat data, at the end of March 2026, the highest number of temporary protection beneficiaries relative to the population was in the Czech Republic – 34.8 per 1,000 people. This was followed by Poland – 26.3, Slovakia – 26.2, and Cyprus – 25.3.
