Rada changes rules of interaction with the government regarding EU accession negotiations

The Parliament has adopted a resolution to strengthen interaction with the government regarding EU accession. The Cabinet of Ministers is expected to report quarterly on the progress of negotiations and the adaptation of laws.

The Verkhovna Rada voted for greater interaction with the government on issues regarding EU accession negotiations, the parliament reported on Thursday, UNN writes.

The Parliament adopted the relevant resolution on parliamentary support for the negotiation process regarding Ukraine's membership in the EU (No. 15297) with 259 votes from people's deputies.

The document reportedly improves the organizational and legal interaction between the Verkhovna Rada and the Cabinet of Ministers for the high-quality adaptation of national legislation to EU law.

According to the resolution, the government must ensure, together with the Verkhovna Rada committees, the coordinated processing of draft laws aimed at adapting Ukraine's legislation to the provisions of EU law and fulfilling Ukraine's international legal obligations in the field of European integration.

The act, in particular, states that in the event of consultations with EU institutions regarding the content of draft laws being prepared for registration in the Verkhovna Rada, as well as those submitted for consideration by the VR, the government must inform the parliament, the parliamentary committee designated as the lead for the preparation and preliminary consideration of the draft law according to its subject matter, as well as the committee whose subject matter includes assessing the compliance of draft laws with Ukraine's international legal obligations in the field of European integration, about the results of such consultations.

The Cabinet of Ministers must also submit a quarterly report to the Verkhovna Rada on the status of the implementation of the National Program for the Adaptation of Ukraine's Legislation to EU Law (acquis EU), and coordinate with the authorized representative of the Rada draft acts on making changes to the National Program and its components. Such coordination is carried out by the authorized representative of the VR, taking into account the positions of the relevant committees, the committee whose subject matter includes assessing the compliance of draft laws with Ukraine's international legal obligations in the field of European integration, and members of the relevant working (negotiating) groups for the preparation of Ukraine's negotiating positions during negotiations with the EU.

The government must also submit a quarterly report to the parliament on the current status of negotiations on Ukraine's membership in the EU, as well as provide information on these issues during coordination meetings with the leadership of the VR and members of the conciliation council of parliamentary factions and groups.

In addition, the Cabinet of Ministers must ensure the immediate informing of the parliament about decisions made regarding Ukraine by EU bodies, as well as about the individual positions of EU member states.

Earlier this year, reports circulated about a crisis with problems regarding the effectiveness of voting and difficulties with the work of the parliament, but back in March, the head of the mono-majority — the "Servant of the People" faction, David Arakhamia, stated in a comment to the media that the situation was "under control."

First Deputy Prime Minister Yulia Svyrydenko indicated that "joint work between the government and parliament to fulfill international obligations, implement reforms, and maintain external financing, which is critical for the state's resilience," continues.

The Head of the Office of the President, Kyrylo Budanov, stated that there is no crisis in the Verkhovna Rada, but there are problems that he will try to help solve.
