The International Conference on the Recovery of Ukraine (URC-2026), held in the Polish city of Gdańsk, concluded with the attraction of over 1.5 billion euros in funding and investments, the signing of more than 30 agreements and memorandums, and the presentation of new reconstruction mechanisms based on public-private partnerships, digitalization, and the use of artificial intelligence. This was reported by the Ministry of Communities and Territories Development of Ukraine, as conveyed by UNN.
According to Vice Prime Minister for Reconstruction – Minister of Communities and Territories Development of Ukraine Oleksii Kuleba, the conference marked a transition from emergency response to the consequences of war to long-term reconstruction planning.
"This conference proved the main thing – Ukraine is not just waiting for help; it is offering the world new standards of resilience, expertise, and a new architecture for recovery," he emphasized.
Over 1.5 billion euros for the recovery of Ukraine
As a result of URC-2026, the Ministry of Communities and Territories Development of Ukraine attracted over 1.5 billion euros in investments and funding. Oleksii Kuleba, together with the ministry's team, signed more than 30 agreements, memorandums, and declarations.
Housing – new compensations, mortgages, and social programs
One of the key areas of the conference was the housing sector. In total, 351 million euros were attracted for the implementation of housing programs.
The Council of Europe Development Bank will allocate over 251 million euros to support Ukrainians who have lost their homes. Of this amount, 100 million euros are earmarked for compensations under the "eRecovery" program, and another 11 million euros for the development of the program itself.
Another 60 million euros will be directed toward launching the "Housing for Veterans" program and providing over 1,500 preferential mortgage loans.
At the same time, the European Investment Bank is launching a pilot program for social and affordable housing for internally displaced persons, youth, and single-parent families, worth 100 million euros.
Transport and border infrastructure
During the conference, it was also possible to attract 149 million euros for the development of transport infrastructure.
A memorandum was also signed between Ukraine, the European Commission, and the EIB, which paves the way for an additional 120 million euros in funding for transport, energy, and digital infrastructure.
Over half a billion euros for municipal infrastructure
Significant attention at the conference was paid to the development of municipal infrastructure.
For the water supply and sanitation sector, a grant of 25 million euros is provided, and an additional tranche of 100 million euros has been announced.
Furthermore, within the framework of the Ukraine Investment Framework, 524 million euros were attracted for municipal projects.
Public-private partnership – projects worth 5–10 billion euros
A separate focus of URC-2026 was the presentation of a portfolio of public-private partnership projects.
Currently, the Ministry of Communities and Territories Development has formed over 30 such projects, of which 15 have been identified as priorities for this year.
It is expected that the total volume of investments in these areas will range from 5 to 10 billion euros.
Among the key initiatives are the reconstruction of the Odesa–Reni highway, the modernization of the Lviv–Rava-Ruska–Krakovets–Shehyni transport corridor, the development of approaches to the Polish border, the construction of a network of WIM complexes and service zones, as well as concessions for railway stations, intermodal hubs, and seaports.
Artificial intelligence will help rebuild Ukraine
One of the main technological innovations of the conference was the presentation of the Rebuild Ukraine Intelligence Platform. The system uses artificial intelligence and integrates 47 databases, international methodologies, and European standards, allowing the preparation of city development concepts to be reduced from several years to several hours.
The ministry notes that similar technologies are planned to be used for planning the energy resilience of cities. The system will be able to automatically generate backup scenarios for the operation of the energy system, determine the priority of restoring hospitals, schools, and other critical facilities after attacks or accidents, offering optimal solutions in just a few minutes.
