According to him, for Ukraine, the RF is a "hostile country, an aggressor country."

It is impossible for a Russian citizen to enter Ukraine without a special permit, a visa, or without verification and screening by all our relevant services. Special restrictive procedures and measures regarding visits to Ukraine will be applied to citizens of this state,

Sybiha added that he does not see a threat of a mass influx of migrants from Russia after the war concludes.
