Ukraine will create the first national large language model based on AI

The Ministry of Digital Transformation is developing a Ukrainian large language model that will accelerate the integration of AI into the government, business, and key areas of Ukrainian life. The model is planned to be launched by December 2025.
The Ministry of Digital Transformation of Ukraine is developing a Ukrainian large language model, improving government services, supporting business and moving towards leadership in artificial intelligence (AI). This is reported by the Government portal, UNN reports.

It is noted that the WINWIN AI Center of Excellence at the Ministry of Digital Development, together with business and the AI community, are starting to create a national large language model (LLM). It will accelerate the integration of AI into the state, business and key areas of life of Ukrainians.
The Large Language Model is a neural network that works on the principle of the human brain and can analyze and generate texts. It will become the basis for the emergence of chatbots and AI assistants for the state and business, which will improve services for users and increase the efficiency of organizations.
We are starting to work on the Ukrainian large language model. This will be the first Ukrainian-language model on a national scale, which will help accelerate the integration of artificial intelligence into the public sector, defense and business. Countries that are actively and strategically developing AI already have national LLMs. Ukraine is also moving along this path. The Ukrainian-language model will be based on an existing open-source solution, and we will not attract budget funds for its development
According to the government portal, based on the language model, the state will be able to launch AI products in services for citizens, as well as create tools for optimizing internal processes. The Ministry of Digital Development and the WINWIN AI Center of Excellence have already begun working on the first AI products, for example:
Chatbot Natalia – consults partners integrating Action, processes initial requests in the chat. Processed 2,000+ requests and reduced the workload on managers by 30%.
AI assistant in action – helps citizens quickly find the necessary services depending on their life situation.
An AI tool for analyzing regulatory legal acts simplifies the implementation of digital examination of regulatory legal acts and helps to formulate legislation.
AI tool for working with European legislation - analyzes Ukrainian legislation on compliance with European requirements and translates documents.
AI tools in Dream will be able to build individual educational trajectories for children based on their interests, needs and motivation.
HR assistant for AI for the Ministry of Digital Development – quickly generates structured descriptions of vacancies in accordance with the request.
AI tools for Action. Education - will be able to automatically select educational series, simulators and tests in accordance with interests, career goals and level of knowledge, additionally explain materials, create notes, etc.
The Ukrainian-language LLM will become the basis for products in the defense sector. They will help the military effectively analyze data and improve the efficiency of work on the battlefield.
The neural network will provide better answers than global English-language models, as it will be trained on Ukrainian data. The local LLM will be able to better understand dialects, terminology, and context in the country, providing better answers both linguistically and on factual and ideological questions regarding the history of Ukraine, the political situation, and the war.
Another advantage is financial. Using the Ukrainian-language model will cost 2.5-3 times less for Ukrainian users compared to English-language analogues
According to the developers, LLM will ensure the protection of personal data and national security of Ukraine when integrating AI into different sectors.
The emergence of the Ukrainian-language LLM is expected to facilitate the emergence of new AI startups, attract international investment to the country, and increase GDP through the development of AI solutions for various sectors of the economy.
The Ukrainian-language model will be created on the existing open-source solution. The development will be carried out with the support of business partners, without the involvement of state funds. The models are planned to be launched by December 2025.

The Ministry of Defense of Ukraine will create a special testing ground for testing the latest demining technologies, including solutions based on artificial intelligence. A bank of innovative solutions and a coordination platform for humanitarian demining will be formed at the facility.
