The National Bank of Ukraine has refuted information about new requirements for utility payment receipts, in particular the mandatory indication of the tax number and full card number. The regulator explained that such claims do not comply with current regulations and promised to check the actions of Ukrposhta.

The National Bank of Ukraine has refuted information about allegedly new requirements for receipts for payment of housing and communal services. They emphasized that they did not oblige to indicate a tax number or the full payment card number in them. This is reported by the NBU press service, writes UNN.

This concerns messages that have been spread in recent days by JSC "Ukrposhta" and which claim that payers must indicate the tax number and the full bank card number.

The NBU emphasized that such information does not correspond to the current regulatory acts of the regulator and is the result of incorrect interpretation of certain provisions of the legislation. Some widespread claims directly contradict the established requirements of the National Bank.

In this regard, the National Bank published an official clarification in which it refuted the false reports and explained what exactly the requirements are in force when paying for housing and communal services.

Did the NBU introduce new requirements regarding personal data in receipts?

No. There are no new requirements. The current rules have been in effect since 2022, and the latest changes only simplified the processing of documents. When making non-cash payments for utility services, it is not necessary to indicate the full name or tax number of the payer.

Did the NBU establish separate requirements for "Ukrposhta"?

No. The rules are the same for all payment service providers — banks and non-bank institutions. There are no special requirements for "Ukrposhta".

Is it mandatory to issue a paper receipt?

No. The document confirming payment can be in both paper and electronic form.

What data should be in the receipt for utility services?

When paying in cash, the payer's full name is indicated. During non-cash payment, the payer's personal data is not a mandatory requisite of the receipt.

Is it necessary to print the full bank card number?

No. The full card number is not required. It can be indicated only in a protected (masked) form, when part of the digits is hidden.

What did the NBU say regarding the situation with "Ukrposhta"?

The National Bank emphasized that the spread of false information about the regulator's requirements is unacceptable. At the same time, the NBU will check how "Ukrposhta" processes documents during payment operations to ensure compliance with the legislation.
