Details
The Ministry of Economy of Ukraine presented the draft National Energy and Climate Plan to members of the Verkhovna Rada Committee on Environmental Policy and Nature Management.
Deputy Minister of Economy Oleksiy Sobolev says that the National Energy and Climate Plan is a binding document for all EU member states and countries that are members of the Energy Community. He noted that the structure of this plan is clearly defined and approved by the relevant EU regulation.
From the very beginning of its development, the NECP has been the subject of public discussion. The Ministry has held more than 9 public sector discussions of this document. In March, we held a discussion within the framework of the Congress of Local and Regional Authorities under the President of Ukraine, which was attended by more than 800 representatives of cities and communities. We also presented the document in Brussels in March and discussed it with the European Commission. Written comments and observations were collected, and a team of experts is currently processing them to finalize the document
Olena Pavlenko, Head of the DiXi Group think tank, which is involved in the development of the document, described the process of creating the National Energy and Climate Plan, the timeline for its preparation and adoption. She also presented the structure of the plan.
The NECP includes targets under the Global Methane Pledge, the Paris Climate Agreement, and the Energy Community. The NECP is also synchronized with the Plan of Ukraine. We tried to identify all strategic documents and bring them into a single system, and then analyze what measures and solutions we can use to achieve these goals
Deputy Minister of Environmental Protection and Natural Resources of Ukraine, Viktoriya Kireeva, thanked the MPs for their participation in the meeting and emphasized that this document is one of the key strategic plans that the European Union expects from Ukraine.
The team of the Ministry of Economy organized the work in such a way that we worked comprehensively with the involvement of all relevant ministries, including the Ministry of Environmental Protection and Natural Resources. We repeatedly held discussions, reviewed the data and results, and each time finalized the document after comments from our European partners, the public and scientists
