The government has approved new quotas for agricultural exports: what does it mean

The Cabinet of Ministers has determined the list of goods subject to export licensing in 2025. Quotas for sugar and poultry exports and restrictions on grain exports to five EU countries were established.
The government has approved the list of quotas and goods subject to licensing for 2025, the Ministry of Agrarian Policy reported, providing a list and naming the volume of quotas for agricultural products subject to it, UNN writes.

"The Cabinet of Ministers of Ukraine adopted Resolution No. 1481 of 24.12.2024 approving the lists of goods subject to licensing and quotas for 2025," the statement said.
In particular, the government approved a list of agricultural products whose exports are subject to licensing:
- the quota volume for the product "Salt fit for human consumption" under UKTZED code 2501 00 91 00, the export of which is subject to licensing (quota volume - 0 tons);
- the list of goods whose export is subject to licensing, namely: wheat and mixtures of wheat and rye (meslin) (under the code 1001 99 00 00), corn (under the code 1005 90 00 00), rapeseed or kohlseed (under the codes 1205 10 90 00, 1205 90 00), sunflower seeds (under the codes 1206 00 91 00, 1206 00 99 00).
The licensing regime for these goods applies when the country of destination is Bulgaria, Romania, Slovakia, Hungary and Poland, regardless of the country of registration of the non-resident contractor under the foreign economic contract.
In addition, the amount of quotas for a list of agricultural products has reportedly been approved:
- the quota for the product "Sugar", the export of which to the EU member states is subject to licensing (quota amount - 107,238.62 tons).
Licensing is to be introduced by June 5, 2025. The quota volume approved for the product "Sugar" is distributed by the Ministry of Agrarian Policy among sugar exporters in proportion to the actual production of the product in September-December 2024.
- quota volume for the goods "Meat and edible offal of poultry: domestic chickens (Gallus domesticus), ducks, geese, guinea fowls" (quota volume - 55,536.17 tons) and "Turkey meat and edible offal of turkeys" (quota volume - 1,565 tons), the export of which to the EU Member States is subject to licensing. The licensing will be introduced by June 5, 2025.
- the volume of quotas approved for the product "Meat and edible offal of poultry: Domestic chickens (Gallus domesticus), ducks, geese, guinea fowls", with the exception of the reserve quota of 1165 tons for new exporters, and for the product ‘Turkey meat and edible by-products of turkeys’, is distributed by the Ministry of Agrarian Policy between exporters of these products in proportion to the actual exports of these products to the EU Member States for 10 months of 2024. (January - October 2024).
The reserve quota (1165 tons) is distributed among exporters who did not export these products for 10 months of 2024. If there is an unused balance of the quota as of April 1, 2025, it is distributed among exporters of meat and edible offal of poultry: domestic chickens (Gallus domesticus), ducks, geese, guinea fowl, including turkey meat and edible offal of turkeys, in proportion to the actual exports of these products to the EU Member States for the first quarter of 2025.
The Resolution will come into force on January 1, 2025.
