The Council supported the introduction of EU customs practices in Ukraine

The Verkhovna Rada adopted as a basis a draft law aimed at bringing Ukraine's customs legislation in line with the EU practice by introducing such concepts as customs representation, permits for certain customs regimes, and provisions on the movement and temporary storage of goods under customs control.
The Verkhovna Rada has adopted as a basis the draft law No. 10411 on the introduction of European practices in the implementation of customs in Ukraine, approximation of national legislation to EU legislation, UNN reports, citing MP Yaroslav Zheleznyak.

As noted by government representative in parliament Taras Melnychuk, the draft law also proposes to introduce new terms and bring the existing terminology of the Customs Code of Ukraine in line with the terminology of European legislation.
As reported in the relevant committee, the draft law is proposed to be implemented in the customs legislation of Ukraine:
- the concept of customs representation, similar to the one used in the EU countries. To this end, it is proposed to define the general principles of representation, to divide the types of representation into direct and indirect, and to distinguish between the responsibilities of a foreign economic entity (FEA) and a customs representative;
- European approach to generalizing provisions on customs regimes, in particular:
- introduces authorizations for the placement of goods in the customs regimes of import (in terms of the end-use procedure), temporary import, processing in the customs territory, processing outside the customs territory, defines the conditions for obtaining them and the specifics of compliance monitoring;
- the possibility of moving goods under customs control under the relevant customs regime without placing the goods under the customs regime of transit is provided;
- the list of ordinary transactions with goods is expanded and requirements for their implementation are established;
- defines the peculiarities of completion and termination of customs regimes, reporting on the completion of the customs regime.
In addition, the draft law proposes to bring the provisions of the Customs Code of Ukraine on delivery, presentation of goods, and their temporary storage under customs control in line with EU Regulations, as well as to improve the criteria for granting authorizations for the application of simplified procedures.
