Stefanishyna case: SAPO clarifies the substance of the suspicion, considers appealing the bail

Former Deputy Prime Minister Olha Stefanishyna was ordered to post bail of 6 million hryvnias. The SAPO explained that the former Deputy Prime Minister and Minister of Justice is suspected in a case involving illicit enrichment of UAH 13.9 million, and that the SAPO prosecutor is currently deciding whether to appeal the court ruling, UNN reports.

"On August 4, 2026, SAPO and NABU notified the former Deputy Prime Minister and Minister of Justice of Ukraine of suspicion of illicit enrichment of more than UAH 13.9 million and inaccurate declaration," SAPO stated.

According to the investigation, as SAPO noted, "in 2024–2025, the suspect acquired two apartments in the Faina Town residential complex (registered in the name of a close friend), worth UAH 6.9 million; and cash totaling approximately UAH 7 million, part of which was spent on renovations in the acquired apartments."

"The suspect also negotiated the purchase of a house near Kyiv with an estimated value of USD 550,000. Under the agreement, she was to pay USD 250,000 in cash, and the remainder by transferring to the seller the aforementioned two apartments in the Faina Town residential complex. The person withdrew from the deal, allegedly due to her appointment to a diplomatic position abroad," SAPO reported.

As SAPO noted, "the suspect's official income did not allow her to make such purchases. From the beginning of 2024 to mid-2025, she earned approximately UAH 3.7 million, but approximately UAH 4.2 million was spent from her bank accounts alone."

In addition, according to SAPO, at various times the suspect used assets registered in the names of third parties:

  • an apartment in the Lvivska Ploshcha business-class residential complex in the capital (registered in her mother's name);
    • a parking space and several non-residential premises in this complex (registered in her father's name);
      • a MERCEDES-BENZ GLC 220D vehicle (registered in the name of a subordinate).

        "The suspect did not declare information about this property, nor about the two apartments in the Faina Town residential complex," the statement said.

        The person's actions were qualified under Article 368-5 and Part 2 of Article 366-2 of the Criminal Code of Ukraine.

        "On August 6, 2026, the HACC investigating judge partially granted the motion, imposing on the aforementioned person a preventive measure in the form of bail of UAH 6 million. The SAPO prosecutor is currently deciding whether to appeal the said ruling," the prosecutor's office stated.

        At the same time, the HACC reportedly fully granted the motion to impose the following procedural obligations on the suspect: to appear when summoned by NABU detectives, the SAPO prosecutor, the investigating judge or the court, depending on the stage of the criminal proceedings; to notify NABU detectives, the SAPO prosecutor or the court of any change in her place of residence, depending on the stage of the criminal proceedings; and to refrain from communicating with persons identified in the investigating judge's ruling.
