According to him, the occupiers cannot leave Crimea, because it would be considered an escape, but they are gradually moving  the Black Sea Fleet infrastructure to Novorossiysk. 

The redeployment to Novorossiysk continues, although they (russians - ed.) cannot completely leave the temporarily occupied Crimea without infrastructure, including naval forces. Otherwise, it would actually mean an escape. But the headquarters infrastructure and ships are being actively transferred to Novorossiysk
