The Institute for the Study of War (ISW) indicated that "Russian forces are resuming a campaign of strikes on Ukrainian port infrastructure along the Black Sea coast." And that ISW "has observed an intensified Russian campaign of strikes on Ukrainian port infrastructure in Odesa region and vessels entering Ukrainian ports since at least July 10."
