Putin is trying to shape U.S. President-elect Donald Trump's foreign policy and achieve another reset of U.S.-Russian relations on Russia's terms, according to ISW.

Putin reportedly spoke at the 21st annual meeting of the Valdai Discussion Club on Nov. 7 and advocated a reset in relations between the U.S. and Russia.

“Putin hinted that Trump's presidential campaign expressed 'a desire to restore relations with Russia and help end the Ukraine crisis,' and later noted that Russia was open to 'the possibility of restoring relations with the United States,'” the ISW report reads.

putin, as indicated, attempted to accuse the u.s. of undermining relations between america and russia, noting that the u.s. had imposed sanctions and restrictions on russia and decided to support ukraine - without mentioning that these measures were in response to russia's illegal and unprovoked full-scale invasion of ukraine.

“Putin's statement implies that russia will only accept any reset in U.S.-russia relations if the U.S. lifts sanctions and restrictions against russia and stops supporting Ukraine - virtually entirely on terms that favor russia at the expense of U.S. interests. putin repeated the boilerplate line that NATO is a 'blatant anachronism,' accused the West of maintaining a bloc mentality, and deliberately passed off the invasion of Ukraine as an attempt by NATO to remain relevant,” the report said.

ISW notes that Putin attempted to portray the BRICS as a non-bloc alternative to NATO and falsely hinted that Russia has no interest in becoming a hegemon, even though the Kremlin is forming a new anti-Western bloc consisting of Iran, North Korea, and China.
