MES wants to introduce a new system of financing higher education institutions

Education Minister Oksen Lisovyi announced new criteria for funding universities, including graduate employment. An experiment with tuition grants worth UAH 308 million is also being implemented.
Minister of Education and Science of Ukraine Oksen Lisovyi said that the Ministry of Education and Science is already working on new criteria for funding higher education institutions, one of which will be employment after graduation. He said this during a working visit to Mykolaiv region, a correspondent of UNN reports.

Lisovyi says that there is such a thing as fictitious human capital: when a person is issued a specialist diploma, but does not work with that diploma.
We think that we have funded, say, 5,000 engineers with a government order, but these engineers work in the service sector as waiters, baristas, or couriers,
He noted that the state has allocated funds for their education, and the investment is quite high compared to other countries.
We are working on the criteria for financing higher education institutions, and we are currently discussing the introduction of such a criterion as employment after graduation. If we agree to include this criterion in the funding formula for higher education institutions, it will affect the funding of these institutions,
According to him, a separate issue in the field of higher education is tuition grants, which were introduced this year for a total of UAH 308 million. These funds are allocated directly to the citizen. Previously, the state order funds went to the university that recruited students. If a student didn't like his or her studies and wanted to transfer to another university, he or she would switch to a contractual form of education or to a state-funded program, if there was room.
The mechanics are different here: the money is given to the student for tuition. If a student doesn't like it at one university, he or she can take his or her money and go to another university. This is an experiment that is being carried out on behalf of the President of Ukraine Volodymyr Zelenskyy, and we will see how it works this year. It is an interesting experiment, and I am convinced that this is the right philosophy,
