The Service for Children and Families assures that during monitoring visits, representatives of the Ombudsman's office were provided with information about all children who were or continue to be evacuated without exception.

The statement of the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets about Kyiv officials who allegedly used orphans to go abroad is based on assumptions and is not supported by specific facts. This is stated in a statement of the KCSA Service for Children and Family, UNN reports.

The agency emphasizes that as of February 24, 2024 , most central executive authorities had left Kyiv. Therefore, the capital had to resolve the issue of evacuating children, including those who were pupils of social and psychological rehabilitation centers and for whom the state is directly responsible.

The Service for Children and Families emphasizes that neither in February nor in early March 2022 were there any procedures and mechanisms for evacuating children.

In addition, KCSA adds that the Ministry of Social Policy, the National Service and the Office of the Verkhovna Rada Commissioner for Human Rights did not provide any instructions or recommendations on how to proceed and how to evacuate orphans. 

At the beginning of the full-scale invasion, about 1,500 orphans were evacuated to safety with the help of the Service for Children and Families, with the support of local authorities. As part of the evacuation group, 67 children from Kyiv's centers for social and psychological rehabilitation of children left for Germany, and 30 children are still in evacuation. The rest of the children have been placed in family-based care

They explained that the local authorities independently negotiated with the German government and found a way to evacuate the children to the city of Wuppertal in North Rhine-Westphalia.

Nevertheless, children from social and psychological rehabilitation centers could not be evacuated as part of a group without professional support.

That is why a group of accompanying persons was formed (psychologists, educators, social workers, assistant educators, doctors) who had experience working in children's groups and had the desire and skills to accompany a group of children to evacuation.

It is worth noting that the issue of child support and upbringing in Germany has been and continues to be under the personal control of the mayor of Wuppertal and the mayor of Kyiv

The agency emphasizes that it is surprised by Lubinets' question about "where the children are." According to the Service for Children and Families, during monitoring visits, representatives of the ombudsman's office were freely provided with information about all children who were or continue to be evacuated without exception.

Representatives of the institution that received our children are extremely outraged by the incompetent and arrogant behavior of the monitoring group and the lack of respect for the German Government, which has been holding our children for more than 2 years! The thesis about the scheme for traveling abroad and evasion of relatives of officials is absolutely manipulative and unfounded
