Kazakhstan transferred contracts for the construction of thermal power plants to a Singaporean consortium due to lack of funding from Russia. The facilities will be built by the end of 2029.
Kazakhstan has abandoned plans to build three thermal power plants (TPPs) jointly with Russia. This was stated by Kazakhstan's Vice Minister of Energy Sungat Yesimkhanov, as reported by Tengrinews.kz, writes UNN.

According to him, the projects in Kokshetau, Semey, and Ust-Kamenogorsk are being implemented by a Kazakh-Singaporean consortium. Relevant contracts have already been signed in Semey and Ust-Kamenogorsk.
Yesimkhanov reported that the projects will use modern technologies, including Chinese solutions. In particular, all three stations will implement "clean coal" technologies and artificial intelligence elements.
The commissioning of the stations is scheduled for the fourth quarter of 2029.
Yesimkhanov also noted that the TPPs are being built without direct budget funding.
Companies raise funds themselves, build, and only after commissioning do we start paying so that they can repay loans."
In particular, the construction of the TPP in Kokshetau is estimated at approximately 350 billion tenge (about 770 million US dollars), and the stations in Semey and Ust-Kamenogorsk will cost approximately 400 billion tenge (about 860 million US dollars) each, which is due to their higher capacity.
Initially, the projects for the construction of three TPPs were planned to be implemented with Russia's participation. However, the terms and conditions were repeatedly revised, as the Russian side did not confirm the terms of preferential financing through a Russian state loan.
