Ukrainian President Volodymyr Zelenskyy stated that all police response protocols, training rules, and rules for the use of weapons to protect people must be reviewed in light of the shooting in Kyiv, when a 58-year-old native of Moscow shot people. The Head of State announced this in his evening address, UNN reports.

Today, Prosecutor General of Ukraine Ruslan Kravchenko announced that sufficient evidence has been collected and two patrol police officers have already been notified of suspicion for failing to protect people during the attack in Kyiv on Saturday. The patrol crew arrived at the shooting call and saw what was happening, saw the wounded, saw a child and other ordinary people at the scene. The patrol officers should have done everything to stop the killer. But they fled. There must be accountability.

He noted that he expects that the next procedural steps regarding them will not be delayed.

All police response protocols, training rules, and rules for the use of weapons to protect people must be reviewed so that such incidents do not happen again. There must be safety for everyone.

On April 18, in the Holosiivskyi district of the capital, a 58-year-old native of Moscow opened fire, killing five people, after which he barricaded himself in a supermarket and held hostages. He used a registered firearm. At the same time, a fire broke out in the apartment where the attacker was registered.

Later, two more people died in the hospital.

The shooter was eliminated.

Criminal proceedings have been initiated under Part 3 of Article 258 (terrorist act that led to the death of people) of the Criminal Code of Ukraine regarding the shooting of civilians and the taking of hostages in the capital.

Also, criminal proceedings have been initiated regarding the improper performance of official duties by police officers during the terrorist act in the capital on April 18, 2026.

Legal qualification of the criminal offense: Part 3 of Article 367 (official negligence that caused grave consequences) of the Criminal Code of Ukraine.

The patrol crew, having their service firearms and all legal grounds for their use, actually fled the scene of the terrorist act in Kyiv, said Prosecutor General of Ukraine Ruslan Kravchenko after reviewing video materials, and added that two police officers were notified of suspicion.
