Ukraine switched to the updated NCTS Phase 5 IT system on time, fulfilling its obligation to join the Convention on a Common Transit Procedure, which is a prerequisite for accession to the European Union.
Ukraine has timely switched to an updated version of the IT system, NCTS Phase 5, which is the basis for joining the Convention on a Common Transit Procedure and, accordingly, a condition for joining the European Union. This was reported by UNN with reference to the State Customs Service of Ukraine.

Ukraine has fulfilled its commitment to join the Convention on the Common Transit Procedure in 2022 and timely switched to the updated version of the IT system underlying this convention - NCTS Phase 5
It is noted that the application of NCTS Phase 5 began at 16:00, as officially announced by Vladislav Suvorov, Deputy Head of the State Customs Service.
The official reminded that accession to the Convention is a prerequisite for joining the European Union and one of Ukraine's key obligations under the economic part of the Association Agreement with the EU.
According to Sergiy Demchenko, Director of the Transit Procedures Department of the State Customs Service, the transition to NCTS Phase 5 was not an easy task.
It was a long and multi-level process that began in June 2022 with the signing of an agreement by the State Customs Service and the EU4PFM Program with a contractor to create the relevant IT system, and preparatory work and testing continued from February 2023. During this time, we have passed more than five hundred test scenarios, including with different Convention countries, received a positive assessment from the European Commission, trained businesses and customs officers, and provided solutions for businesses to submit declarations to the new system
