In 2025, Ukrainian defense industry enterprises will be able to produce up to 10 million drones, subject to government orders. The government has introduced large-scale programs of financial support, concessional lending, grants and infrastructure initiatives to accelerate the development of national production of UAVs and components for them. This is stated in the response of the Ministry of Strategic Industries of Ukraine to the information request of UNN.

What government programs exist for entrepreneurs
It is reported that in 2025, the Ministry of Strategic Industry has identified the development of local UAV production as a priority and is taking all possible measures for its implementation. In order to support Ukrainian production of weapons and military equipment, the Cabinet of Ministers Resolution No. 1288 of November 5, 2024 approved the Procedure for providing financial state support to enterprises that are identified as critical for the functioning of the economy in a special period in the field of defense industry, and the Procedure for using funds from the state budget provided for providing financial state support to enterprises that are identified as critical for the functioning of the economy in a special period in the field of defense industry, including UAV manufacturers.
"State concessional lending for manufacturers in the defense industry will contribute to their financial support, positively affect the increase in the capacity of the domestic defense industry and become an important component of Ukraine's economic stability during the war. The program allows enterprises to attract loans at 5% per annum in the amount of: up to UAH 100 million - for financing working capital, up to UAH 500 million - for investment purposes. In January-April 2025, 13 loans were issued for a total amount of UAH 968 million. More than 74 applications are at various stages of consideration," the ministry added.
The Ministry of Strategic Industry, together with the Ministry of Economy, has also launched a program to support Ukrainian manufacturers of components for military equipment.
"The "Made for Victory" grant program is aimed at encouraging the localization of component production for military equipment. The grant can be used for the purchase, delivery, installation and commissioning of production equipment, including the implementation of new software. Enterprises can receive up to UAH 8 million for the purchase of equipment on co-financing terms: 50% is covered by the state, 50% by manufacturers. Preferential conditions apply to enterprises in front-line regions and UAV manufacturers - the grant can cover up to 80%," the ministry noted.
