A spokesman for Jim McGovern, the top Democrat on the House Rules Committee, said that on Tuesday morning he prepared a so-called discharge petition that could force a vote in the House if it garners 218 signatures and began collecting signatures.
It is noted that McGovern filed a bill on February 15 that could be used as a vehicle for the petition.

Earlier, UNN reported that Congress may start collecting signatures as early as this week to bypass the speaker and put the bill on assistance to Ukraine and partners to a vote if the speaker does not submit it for consideration by then.
