The Ministry of Foreign Affairs of Ukraine denies problems with the work of SE "Document" abroad

The Ministry of Foreign Affairs of Ukraine has clarified that SE "Document" does not fall under its jurisdiction and is a separate state enterprise subordinated to the State Migration Service in response to concerns about services provided to Ukrainian citizens abroad.
The Ministry of Foreign Affairs of Ukraine has issued a statement regarding inquiries concerning the service of citizens in the State Enterprise "Document". This was reported by UNN with a link to the diplomatic agency's telegram channel.
In response to inquiries regarding the provision of services to Ukrainian citizens abroad at SE "Document", we remind you that this enterprise is not under the jurisdiction of the Ministry of Foreign Affairs of Ukraine. Consular services of the Ministry of Foreign Affairs are provided to citizens of Ukraine in foreign diplomatic missions, namely embassies, consulates general and consulates of Ukraine. SE "Document" is not a part of the MFA system, diplomatic or consular service. It is a separate state-owned enterprise under the management of the State Migration Service of Ukraine.

The diplomatic agency also noted that Resolution of the Cabinet of Ministers of Ukraine No. 443 of April 23, 2024 on changes to the procedure for issuing passports of a citizen of Ukraine for traveling abroad concerns documents issued by the SMS of Ukraine on applications received by the State Enterprise "Document".
They also emphasized that the procedure of the consular service of the Ministry of Foreign Affairs of Ukraine remained unchanged.
They also reminded that the answers to frequently asked questions about the temporary suspension of accepting new applications for consular actions from men aged 18-60 who are abroad are described on their website .

The State Enterprise "Document" has not yet commented on the situation with the inability to obtain documents. However, the day before, they warnedthat their service would not work for issuing documents for technical reasons. Namely, due to problems with biometric verification.
The Ministry of Foreign Affairs has also previously explained that the provision of consular services is suspended due to technical changes in the system as a result of the adoption of the draft law on mobilization.
