The Council adopted a law on individual heating points in buildings

The Verkhovna Rada adopted in the second reading and as a whole a draft law that provides for the possibility of installing individual heating points in buildings connected to centralized heating networks. UNN reports this, citing a parliamentary session.

Draft law No. 14067 "On Amendments to Certain Laws of Ukraine Regarding Support for the Development of Efficient and Sustainable Centralized Heat Supply" was supported by 243 people's deputies.

According to the document, the concept of "individual heating point" is defined as a heating point to which the heat consumption systems of one building (structure) or part thereof are connected, located inside or outside such building (structure), or part thereof, where automatic individual control of heat consumption modes is carried out.

Buildings will be able to be equipped with individual heating points in accordance with the procedure for installation and maintenance of an individual heating point approved by the Cabinet of Ministers, taking into account technical feasibility and criteria of economic expediency.

This applies to buildings that are connected to centralized heating systems but are not equipped with individual heating points, or are equipped with unregulated individual heating points, or are being connected to such systems.

Note that the first reading provided for the mandatory installation of an individual heating point in residential and non-residential buildings.

The technical feasibility and economic expediency of installing (replacing) an individual heating point are determined separately for each building (structure) or part thereof.

The local self-government body establishes a permanent commission, approves its composition, which must include a representative of the heat transport organization of the relevant locality, and determines the procedure for its work.

The installation (replacement) of individual heating points in buildings or parts thereof connected to centralized heating systems is carried out at the initiative of the owners (co-owners) of such buildings, the heat transport organization, or the local self-government body.
