Rada approved the law on "industrial visa-free regime" for Ukrainian goods

The Verkhovna Rada adopted a bill introducing "industrial visa-free regime" for Ukrainian goods (№12221), the parliament reported on Tuesday, writes UNN.

278 deputies voted in favor.

The law, as stated, harmonizes the Ukrainian accreditation and technical regulation system with EU requirements.

This, as expected, will allow Ukrainian industrial goods to more easily enter EU markets and will contribute to their production in accordance with European safety standards.

The creation of new jobs is also expected, which should contribute to the growth of people's incomes due to easier access of Ukrainian producers to the EU market.

As reported by the Ministry of Economy, the bill proposes, in particular, the following innovations:

  • introduces mutual recognition of accreditation carried out in Ukraine and the EU. Ukraine will recognize the results of accreditation carried out by EU countries' bodies if they have successfully passed mutual evaluation. If a Ukrainian manufacturer uses standards of EU countries that are identical to European harmonized standards, its products will be considered compliant;
    • increases business responsibility for the accuracy of information about goods;
      • establishes rules for interaction with the European Commission and EU countries' authorities within the framework of the ACAA agreement;
        • provides for balanced representation of all stakeholders in the National Accreditation Body;
          • defines conditions for cross-border accreditation.

            Most of these changes will come into force simultaneously with the start of the agreement with the EU on mutual recognition of conformity certificates for industrial products (ACAA) – the so-called "industrial visa-free regime".

            In March 2026, Ukraine received the conditions for joining the EU for the final three clusters and now has a full package of conditions, the fulfillment of which is necessary for joining the bloc.
