The frozen contributions were supposed to be directed to Biden's Future Forward, a "political action committee" (PAC), which is a tax-exempt organization used by politicians in the United States to finance campaigns.
The NYT claims that some of the frozen amounts are "eight figures," meaning they exceed ten million dollars.
