This opinion was expressed by the Minister of Justice of Ukraine Denys Malyuska to the journalist of UNN.

Malyuska statedthat the idea that Russia's foreign exchange reserves should also be used not only for reconstruction and compensation, but also for assistance to Ukraine, including armed assistance, is gaining popularity.

In 2022, Ukrainian Prime Minister Denys Shmyhal reported that Ukraine was proposing to conclude an international treaty that would allow the use of Russia's gold and foreign exchange reserves to pay compensation to victims of its invasion.
