KCSA plans to build a 320-space underground parking lot on Starokyivska Hill, an archaeological site. The Ministry of Culture opposed the project, emphasizing the inadmissibility of destroying historical heritage.

The Ministry of Culture and Strategic Communications of Ukraine has responded to the plans of the Kyiv City State Administration to build an underground parking lot on Starokyivska Hill, which is part of Ukrainian culture and history, noting that the destruction of an archaeological monument of national importance is unacceptable. This is stated on the website of the ICCC, reports UNN.

The Kyiv City State Administration plans to build an underground parking lot on Starokyivska Hill, a place that is part of Ukrainian culture and history. The 320-space parking lot is planned to be built at 13-21 Kyianivskyi Lane, within the boundaries of several archaeological sites: "Cultural layer of the city of Yaroslav", ‘Kopyriv's End’, ‘Settlement and burial ground on Dytinka Mountain’, and "Historical landscape of the Kyiv Mountains

It is noted that the land plot is located in the Central Historical Area of Kyiv, close to the buffer zone of the World Heritage Site "Kyiv: St. Sophia Cathedral and Adjacent Monastery Buildings, Kyiv-Pechersk Lavra", within the State Historical and Architectural Reserve ‘Ancient Kyiv’, within the protection zone of categories I, II, V of the architectural monument of national importance ‘St. Andrew's Church’, on the territory of the archaeological monument of national importance ‘Cultural Layer of the City of Yaroslav’.

"Preservation of cultural heritage is an element of national security. The destruction of an archaeological monument of national importance for the sake of building an underground parking lot on Starokyivska Hill is unacceptable," the Ministry of Culture added.

The Kyiv City Council's website has registered a draft decision "On Approval of the Detailed Plan of the Territory on Kyianivskyi Lane in Shevchenkivskyi District of Kyiv," which was supported on November 13 by the Standing Committee on Architecture, Urban Planning and Land Relations.

According to the DPT, which is yet to be approved by the City Council, it is planned to build a parking lot and a dual-purpose building with protective properties of a radiation shelter at 13-21 Kyianivskyi Lane for 320 parking spaces (shelter capacity - 1650 spaces) to serve visitors to the adjacent park area and surrounding public facilities and institutions and for residents of nearby residential buildings. It is also planned to build a pedestrian bridge from the Landscape Alley to the elevator, which is planned to be arranged as part of the underground parking lot, as a measure to ensure accessibility to the parking lot for people with limited mobility.

Construction of stairs from the building at 12 Kyianivskyi Lane to Degtyarna Street to organize pedestrian connection between the development site and Vozdvyzhenka residential area. The site at 12 Kyianivskyi Lane will be reconstructed into a public office building.

The project plans to reconstruct sewerage and drainage networks with the construction of stormwater drainage facilities. The underground parking lot will have a modern ventilation system that will ensure the permissible level of air pollutant emissions from the parking lot.
