Ukraine is creating a new social policy system focused on providing services and support in difficult life situations, with incentives to return people to economic activity, based on principles such as digitalization, targeting, universality, equity and barrier-free access.

Ukraine is now building its social policy on the premise that people need not only payments, but also services and support in various difficult life situations. This was stated by Deputy Head of the Presidential Office Yulia Sokolovska during a speech at the International Ministerial Summit, UNN correspondent reports.

We always say in Ukraine that we are basing our policy on the fact that people need not only payments, as it was in Soviet times and as our social system is mostly built, but people need services, services, support in various difficult life situations

- Sokolovska said.

During his speech at the International Ministerial Summit, Prime Minister Denys Shmyhal noted that Ukraine is creating incentives for people to return to economic activity.

More than 30 thousand civilians have been wounded by russians, about 5 million Ukrainians are internally displaced, and more than 13 thousand children have been left without parents since the beginning of the war. The number of people in need of support has increased and unfortunately continues to grow.  This is a huge challenge for our country and the old post-Soviet model cannot respond adequately. That is why we are creating a fundamentally new system. It is based on the principle of building capacity instead of dependence. We create incentives for people to return to economic activity and focus on supporting those who really need it

- Shmyhal said.  

He noted that digitalization, targeting, universality, fairness, and barrier-free access are the main elements of Ukrainian social policy.

In addition, he said that there are more than 3 million people with disabilities in Ukraine, and the most important thing for them is to remove barriers and inclusiveness.

To this end, we are setting clear requirements for urban space planning, developing prosthetics, including those based on innovative technologies, and encouraging businesses to create jobs. Part of our efforts is to reform medical and social expert commissions. The idea is to move to international standards based on the International Classification of Functioning of Disability and Health (ICF). First and foremost, the system will take into account a person's potential for recovery and will be focused on returning to their normal life

The Cabinet of Ministers approved the initiative of the Ministry of Veterans on a simplified procedure for applying for and establishing statuses for persons with war-related disabilities and family members of fallen servicemen and women.
