From January 1, state medical institutions will be able to provide paid services: what you will have to pay for

The Cabinet of Ministers has approved a resolution on the provision of paid medical services by state and municipal institutions starting from January 1, 2025. It defines the cases of paid services and peculiarities of payment for services not included in the medical guarantee program.
On January 1, 2025, a Cabinet of Ministers resolution on the provision of healthcare services to the public for a fee from legal entities and individuals will come into force in Ukraine. The Ministry of Health described the cases in which state-owned and municipal healthcare institutions can provide paid medical and additional services to patients not covered by the medical guarantees program. In which cases medical services are paid for:
- when applying without a doctor's referral (except when a referral for the service is not required)
- when providing medical services under contracts with legal entities;
- in security and defense institutions and the State Administration of Affairs to those who do not belong to the assigned contingent;
if the services are not covered by the State Guarantee Program.
Services are additionally paid in the following cases:
- providing medical services at home at the request of the patient (unless it is due to his/her condition);
- the ability to choose a doctor for routine specialized care;
-staying in a ward with increased comfort at the patient's request.
All healthcare institutions of state and municipal ownership should publish on their official websites and post on information stands in hospitals full information with a list of paid medical services with their cost, as well as a full list of free medical services provided under the program of state guarantees of public services.
It is noted that the provision of paid medical services must be documented with appropriate supporting documents and entered into the electronic healthcare system, indicating the source of payment, and the payment is made exclusively in non-cash form. Healthcare institutions will be able to independently determine the cost of paid medical services.
At the same time, the provision of primary and emergency medical care does not require any referrals, the Ministry of Health said. You can also visit a number of specialists without a referral, including:
-obstetrician-gynecologist;
-psychiatrist;
-narcologist;
- dentist;
- pediatrician;
- a phthisiologist;
- a physician who has a patient with a chronic disease under his/her care.
