Customs clearance of cars in "Diia": the Parliament has taken the first step

The Verkhovna Rada has approved as a basis a draft law that will allow customs clearance of cars through the Diia system.
The Verkhovna Rada has voted in the first reading on draft law No. 10380, which will allow customs clearance of cars through the Diia system to reduce corruption and speed up the process. This is reported by UNN with reference to MP Yaroslav Zheleznyak and the bill.

According to him, MPs cast 269 votes for the draft law as a basis.
Details
The draft law provides for the transfer of the process of customs clearance of cars imported by citizens or enterprises into the customs territory of Ukraine by filing an electronic customs declaration through the Unified State Web Portal of Electronic Services.
These rules will remain in effect until Ukraine becomes a member of the European Union.
It is noted that customs clearance of a passenger car for free circulation in the customs territory of Ukraine is carried out by the customs authority on the basis of an electronic declaration submitted through Diia.
The declaration must include:
information about the declarant;
information about the person responsible for the financial settlement;
financial and banking data (in case of filing a declaration by an enterprise);
information about the car:
product code according to the Ukrainian Classification of Goods for Foreign Economic Activity;
year of manufacture;
brand;
commercial description (model);
identification number (VIN code);
type of fuel or energy source;
engine displacement;
the name of the country of origin;
the name of the country of departure;
invoice value.
When declaring a car through Diia, the amount of customs payments is calculated automatically based on the data entered. The declaration is approved by a qualified electronic signature.
The customs declaration will then be submitted to the customs authority, which will be responsible for the admission to the customs territory of Ukraine and customs clearance of the said vehicle.
When crossing the border, drivers must hand over to customs officers the registration document for the car and a document confirming the declarant's ownership of the car.
The cost of a car in Diia will be estimated automatically, based on prices for similar new cars, taking into account discount factors depending on the age of the vehicle. In particular, the coefficients will be:
for a car manufactured in the year of importation to Ukraine - 0.95;
a car that is 0.92 years old;
a car that is 2 years old - 0.7;
a car that is 3 years old - 0.64;
a car that is 4 years old - 0.58;
a car that is 5 years old - 0.49;
a car that is 6 years old - 0.36;
a car that is 7 years old - 0.31;
a car that is 8 years old - 0.26;
a car that is 9 years old - 0.23;
a car that is 10 years old - 0.21;
a car that is 11 years old - 0.19;
a car that is 12 years old - 0.17;
a car that is 13 years old - 0.15;
a car that is 14 years old - 0.13;
a car that is 15 years old - 0.1.

In early January, the Verkhovna Rada registered a draft law on electronic customs clearance of used cars through the Diia system to reduce corruption and speed up the process.
In February, the Verkhovna Rada Committee on Finance, Taxation and Customs Policy recommended that the Rada adopt draft law No. 10380, which would transfer the car customs clearance process to the Diia app.
