The activities of Mykhailo Fedorov as Minister of Defense are often assessed based on his own reports, including his latest public statement, but if you analyze the facts, the reality turns out to be very far from these "reformist fairy tales." Political expert and blogger Volodymyr Tsybulko wrote about this, citing relevant facts, reports Ukrainski Novyny, UNN writes.

""Reformist" fairy tales of ex-Minister Fedorov: where is reality, and where is naked PR? Lately, we have been actively bombarded with beautiful presentations about the 'unprecedented transformation of the army' by the dismissed head of the Ministry of Defense, Mykhailo Fedorov. His public report yesterday was no exception. But if you take off the rose-colored glasses and look at the facts, the picture turns out to be a soap bubble. What if we set aside emotions and simply go through the numbers and real 'achievements' that are being sold to us as a victory?" the political scientist wondered.

He analyzed in detail how Fedorov presents facts and what they really are, starting with the "super contracts" for everyone.

"We are being reported on innovative contracts with defined deadlines and deferments. Sounds cool? Only they were developed back in 2025 during the previous term of Denys Shmyhal. They simply weren't implemented then due to a lack of funding. The ex-minister simply took someone else's document out of a drawer and passed it off as his own breakthrough," Tsybulko emphasized.

"The 'highest in the world' salaries for infantrymen," according to him, is also a blatant and cynical manipulation. After all, the basic salary of a private is about 20,000 hryvnias, the rest is combat pay for the daily risk of life on the front line. But this applies only to a narrow circle of assault troops, while the majority of the military has one of the lowest incomes on the labor market.

"Digital illusion in Reserve+. We are told about dozens of digital projects, including deferments. In reality, automatic deferments were developed and launched before the end of 2025. In 2026, Fedorov's team only managed to automatically extend them for teachers and guardians. Pennies' worth of work, but a million dollars' worth of noise. Return from AWOL. They report on 'new incentive tools' for those who left their unit without authorization. The truth is that the return algorithm had been working since the summer of 2025 (over 67,000 soldiers returned). But after the 'new' government resolution No. 767 of June 2026, the process did not speed up, but on the contrary, slowed down! Why? Because returns were allowed only to a limited 43 brigades, blocking other units. The number of those who returned dropped sharply," the expert continued debunking the myths.

The main failure of the ex-Minister of Defense is mobilization, the reform of which was Fedorov's personal assignment.

"The report does not contain a single word about the mobilization reform. It is a complete failure, accompanied by scandals (remember at least Lviv) and a zero reaction from the Ministry of Defense. And the announced conscription reform generally outraged the military, because it equated recruits without experience with those who have been shedding blood at the front for years. A nice presentation will not replace real reforms. It's time to finally judge by the result, not by PowerPoint slides. Isn't it?" Volodymyr Tsybulko summarized.
