A group of people's deputies has registered a draft law in the Verkhovna Rada proposing changes to the requirements for shelters in Ukraine. In particular, it proposes installing video surveillance cameras in shelters, conducting periodic inspections, and ensuring the availability of all necessary engineering networks and devices for life support. This is reported by UNN with reference to draft law No. 15397.

According to the draft law, it is planned to establish that the requirements for the maintenance, arrangement, and operation of civil protection protective structures fund facilities, the accounting of the civil protection protective structures fund, the determination of criteria for the impossibility of further maintenance and operation of civil protection protective structures, and the execution of documents confirming such impossibility, are determined by the State Emergency Service.
Requirements for shelters must include:
- tightness of the civil protection protective structure
(except for anti-radiation shelter);
- availability of all necessary engineering networks and devices for life support
(electricity and water supply, ventilation, heating, sewerage, communication and warning systems);
- availability of warm clothing, medicines, and other property (including necessary supplies of drinking water, warm clothing, an electric generator), tools provided for by the relevant standards of belonging and lists established for the operation of civil protection protective structures in accordance with the law;
- serviceability and completeness of equipment;
- designation of a responsible person for the maintenance
of the civil protection protective structure;
- taking measures to ensure that the civil protection protective structure is in a condition suitable for use, consistent with the standards for the operation of civil protection protective structures.
It is also planned to establish that shelters, as an exception, may be used in peacetime for economic, cultural, and domestic needs in a manner determined by the Cabinet of Ministers.
Under martial law, the use of shelters for cultural and domestic needs will be prohibited.
In addition, it is proposed to introduce a ban on the privatization of shelters.
As stated in the draft law, "in the context of conducting military (combat) operations, to ensure the safety of the population, the accessibility of civil protection protective structures, including dual-use structures and the simplest shelters, their accounting, and ensuring their operation in accordance with the requirements established by law is ensured."
The preparation of shelters in the context of military operations is carried out by military administrations and other authorized state bodies in accordance with the powers defined by law.
It is also planned to provide that shelters are subject to mandatory periodic inspections for compliance with legal requirements regarding their operation under martial law, but at least once a month. Inspections will be conducted by employees of military administrations or local state administrations, who report on the results of such inspections.
All shelters must be equipped with special surveillance cameras, the funding for the installation and operation of which is provided from the State Budget of Ukraine.
