According to the new partial military service project, 300,000 to 800,000 people can join the ranks of the Armed Forces of Ukraine. This is evidenced by the results of a comprehensive study of Ukraine's mobilization potential. They were presented to the public by experts from the research and analytical group InfoLight.UA together with the Ukrainian Security Club, reports UNN correspondent.
Details
Our research shows that 34.2% of Ukrainians are ready to voluntarily mobilize if a military service model is implemented. Of these, 7.8% of respondents indicated that they would definitely mobilize, and 26.4% answered that they would rather mobilize.
What partial military service means
The concept of partial military service involves a soldier serving in the army for 2-3 months, followed by six months of civilian life. According to Oleksandr Ivanov, the author of the new mobilization project, this can motivate more people to voluntarily join the ranks of the Armed Forces of Ukraine. Thus, if this happens, then active servicemen can also be transferred from a full to a partial service scheme.
Those people who have served, for example, three years during the full-scale invasion, can now go for six months and be with their relatives and friends. This is very important, it will greatly increase the motivation of servicemen who are currently at the front.
The developers also expect the potential reform to reduce tension in society, as there will no longer be a need for mass recruitment of new military personnel due to constant losses.
The need to mobilize 18-year-olds will also disappear. And military personnel who have gone AWOL will return to their units. Therefore, the situation at the front can also stabilize. After all, the army will receive constant rotation at positions with new resources. It can be carried out not individually, but by companies.
In addition to this, there should be differentiated monetary support, depending on what percentage of time a person serves. For example, a serviceman who serves 25% of the time per month receives 50% of the basic salary for the same time, and one who serves 100% of the time receives 150% of the basic salary.
According to Oleksandr Ivanov, such a model also nullifies citizens' evasion of service and restores the state's trust from the people, which in turn can encourage Ukrainians to return from abroad.
In foreign policy, there will also be advantages for Ukraine. Under the new conditions, our state can demonstrate resilience to Western partners and strengthen its position in possible negotiations with the enemy.
To reach such provisions in the development of the partial service project, 1200 people were surveyed, and 100 conscripts were interviewed. Mathematical modeling of the situation around mobilization was also carried out based on game theory and analysis of international experience.
Interviews show that people are ready to defend the country, but they need clear rules of the game and the opportunity to combine service with civilian life. Partial military service can become the social contract that is so lacking now.
According to the developers, to implement the project, approximately three million Ukrainian citizens need to be involved in total. They propose starting with an experiment. Transfer 2-3 brigades of the Armed Forces of Ukraine to the partial service scheme. Then expand the program to all brigades.
