Zelenskyy presented a new “Resilience Plan” to the Verkhovna Rada with a security system at the regional, city, and community levels. The plan provides for enhanced security in schools, modernization of shelters, and de-mining of territories.

The Ministry of Internal Affairs, in cooperation with other institutions, is implementing a new system at the national level - a safe region, a safe city, a safe community. This was announced by the President of Ukraine Volodymyr Zelenskyy in his speech in the Verkhovna Rada during the presentation of the "Resilience Plan", UNN reports .

"Point six of the Resilience Plan is 'Security'. It is internal security in Ukraine. Safe public space and privacy are basic needs. I would divide this area into three blocks - Ukraine today, post-war Ukraine, and Ukraine of sustainable and reliable peace," Zelensky said.

The President noted that the steps taken in time of war for the sake of internal security are only partially open information.

"Next. The Ministry of Internal Affairs of Ukraine, in cooperation with other institutions, is implementing a new system at the national level - a safe region, a safe city, a safe community. The result should be an appropriate level of security in the public space in Ukraine," Zelensky said.

Zelensky noted that the top priority is safety in educational institutions, especially in schools across the country.

"A police officer in a school is a must. A police officer in the community is a must. People need to see and know who guarantees their and their children's safety," Zelensky said.

According to him, the security section of the Resilience Plan also includes detailed work on shelters. This includes modernization of standards for shelters, reconstruction and construction of a sufficient number of new shelters.

Zelensky also made several emphases on the time after this war.

"First, Ukraine will compete in the world for people, investments and, in a broad sense, attractiveness. Internal security must become a competitive advantage for Ukraine. Second, we must do everything possible to ensure that mine contamination of Ukrainian land does not become a problem for generations. Ukraine needs leadership in technology and production for demining," Zelenskyy said.

The third emphasis, he said, is the need to do everything possible to end the war fairly for Ukraine.

"But even in the best-case scenario, there will still be a neighborhood with Russia. And in the future, Ukrainians should not rely on the fact that someone or something will change there. Therefore, strengthening the state border of Ukraine, training Ukrainians in civil defense and first aid, and deploying a system of basic military training is a long-term necessity. This is not about fear, but about confidence and calm. All this will be reflected in the annexes," Zelensky said.

Zelenskyy also said that a project to install metal detector frames at the entrance to schools, other educational institutions, and public buildings should be implemented in Ukraine. Government officials, regional authorities, and local governments should provide clear deadlines for the implementation of this project.
