The cathedral was seriously damaged as a result of a large-scale fire in April 2019.
The reconstruction lasted more than five years and united the efforts of the French authorities, restorers and international donors.
The opening celebrations will last for two days and will become a landmark event for residents of France and guests of the city.
Trump, commenting on the restoration of the cathedral, praised French President Emmanuel Macron for his efforts, calling the completion of the restoration "a special moment for everyone.
