The need for a medical certificate has been canceled, and enrollment in distance learning will be new

The Ministry of Education has canceled the requirement to provide a medical certificate for enrollment in distance learning. This will facilitate access to Ukrainian education for children in the occupied territories and abroad.

The Ministry of Science and Education of Ukraine has decided that a medical certificate is no longer required to enroll students in distance or individual education. UNN writes with reference to the press service of the educational ombudsman.

The Ministry of Education and Science has adopted amendments according to which the head of an educational institution no longer has the right to demand a certificate No. 086/о from parents when enrolling a child in a general secondary education institution for distance or individual education. Accordingly, parents are not required to provide this medical certificate.

In February 2024, during the public discussion of the draft order, the Educational Ombudsman Service sent a number of proposals, including  to abolish the requirement to provide a medical certificate when enrolling in distance learning.

According to the Educational Ombudsman:

There were appeals from the heads of educational institutions and parents of students regarding the requirement of a medical examination for students studying remotely or individually. The requirement to provide a medical certificate prevented children living in the temporarily occupied territories, abroad or internally displaced children who continued their education remotely at their institution from accessing Ukrainian education

- the education ombudsman said. 

It was noted that children cannot undergo a medical examination for enrollment in an educational institution of Ukraine while abroad or in the TOT. This violated their rights and eliminated the desire of these children and parents to receive education in a Ukrainian educational institution and thus maintain contact with Ukraine.
