The government will submit the draft state budget for 2027 to the Cabinet of Ministers by September 8, and to the Verkhovna Rada by September 15. The Ministry of Finance is already communicating the marginal expenditure indicators to the main budget holders.
The government has already begun drafting the State Budget of Ukraine for 2027 — it will be submitted for government review by September 8, and to parliament by September 15, the Ministry of Finance reported on Monday, writes UNN.
The Ministry of Finance of Ukraine is in an active budget process — drafting the Law of Ukraine "On the State Budget of Ukraine for 2027". Currently, the process of communicating to the main spending units (MSUs) the marginal expenditure indicators and the provision of loans from the state budget, along with instructions for forming budget requests, is ongoing
The Ministry of Finance stated that "the work is carried out in accordance with the stages and deadlines defined by the Budget Code of Ukraine."
What's next
The Ministry of Finance listed the stages of future work:
- "during August — the Ministry of Finance will receive budget requests from the MSUs and hold discussions with them";
- "by September 8 — the draft Law 'On the State Budget of Ukraine for 2027' will be submitted for consideration by the Cabinet of Ministers";
- "by September 15 — the draft state budget, approved by the government, will be submitted for consideration by the Verkhovna Rada."
What has already been done
On June 17, the Cabinet of Ministers, as reported, approved the Budget Declaration for 2027-2029 — a medium-term document that defines the principles of the state's budget policy for the next three years and provides for gradual fiscal consolidation on the path to macroeconomic stability and recovery.
"The Declaration has been submitted for consideration by the Verkhovna Rada of Ukraine," the statement said.
On the same day, the government, as stated, approved the Medium-Term Plan of Priority Public Investments of the State for 2027-2029 — a document that defines priority areas and volumes of public investments for the next three years and comes into force simultaneously with the approval of the Budget Declaration.

Based on this plan, the Ministry of Finance, according to the report, "received from the Ministry of Economy the Unified Project Portfolio of Public Investments, approved by the Strategic Investment Council, and began preparing the draft State Budget for 2027."
"Work on the draft state budget for 2027 is being carried out transparently and within the deadlines established by budget legislation," the Ministry of Finance emphasized.
