The first meeting of the Board of the Loss Register was held in The Hague. The focus was on defining categories of losses to ensure operational efficiency. The Register is expected to start accepting applications in early 2024.

Deputy of the Minister of Justice of Ukraine Iryna Mudra, who took part in the meeting, noted that one of the main areas of the current work of the Register of Losses is the establishment of rules and procedures for categories of losses. According to her, without categorization of losses, the Register will not be able to operate at full capacity.

On December 1, 2023, the Cabinet of Ministers supported the proposals of the Ministry of Justice to create a software of the Register of Damages Caused by the Aggression of the russian federation against Ukraine. It also agreed on the categories of damage, losses and losses that to be proposed by the government for approval by the registry's board. The next step in the procedure is to the commission for awarding payments and the work of the Compensation Fund should be organized.
Earlier, the Council of Europe reported that 43 countries and the European Union. It was reported that the Register will be based in The Hague and will be a register of evidence and and claims for compensation, loss or damage caused to all interested individuals and legal entities, as well as the state of Ukraine, by russia's internationally unlawful by russia's internationally illegal actions in or against Ukraine. It is expected that the Registry will start accepting claims in the the first quarter of 2024.
