According to Ukrainian security officials, Telegram cooperates with the Russian authorities, Roskomnadzor and the FSB, blocking channels at their request and storing user data indefinitely.

Telegram is cooperating with Russian special services. Oleksandr Melnychenko, a representative of the SBU Department of Counterintelligence Protection of the State's Interests in the Field of Information Security, said this during Kyiv Stratcom Forum 2024, organized by the Center for Strategic Communications:

First of all, the SBU is tracking the location of Telegram's servers. There is a high probability that they are located in Russia. The second problem with Telegram is that its owner and developers are Russian citizens. The third is that we see a clear cooperation between Telegram and Roskomnadzor and the FSB. When the FSB needs to block any channel in Russia, Telegram immediately follows these instructions.

He also noted that the SBU is taking certain measures to de-anonymize administrators of Telegram channels aimed at destructive activities.

Sometimes they manage to block some of them, but Telegram does not listen to Ukraine's requests as it does to those of Russia.
