Significant contribution to the de-shadowing of the country's economy: agrarians presented gratitude to the head of Odesa RMA Kiper

Oleh Kiper, Head of the Odesa RMA, and Andriy Dykun, Head of the UAC, discussed the strengthening of export controls and tax issues in the agricultural sector. The new grain export control system has already shown positive results in the fight against the shadow market.

The head of the Odesa Regional State Administration, Oleh Kiper, met with the head of the All-Ukrainian Agrarian Council (AAC), Andriy Dykun, to discuss important issues related to the agricultural sector of the region. The priorities of the meeting were to strengthen export controls and ensure equal conditions for all market participants in paying taxes, UNN reports.

First and foremost, attention was paid to new export control measures that have already yielded positive results in the fight against the shadow grain market. In order to obtain an export permit, it is necessary to confirm the legality of the grain's origin by checking the entire chain of its purchase. According to Andriy Dykun, this system has significantly reduced the size of the shadow market, promoting transparency in the grain market.

"Farmers welcome this decision, as we have seen in practice that the demand for undocumented grain has significantly decreased. Moreover, we see that they are already looking for opportunities to make legal documents, which was not the case before. That is, the system is working. And we expect that it will work not only in Odesa region," said the head of the UAC.

Another important issue of the meeting was the problem of the minimum tax liability (MTL). According to Mr. Dykun, currently only those companies that operate in the "white" are required to pay the minimum tax liability, while some individual entrepreneurs avoid this obligation. This puts honest taxpayers in an unequal position.

"It is important for us that all market participants fulfill their tax obligations. Unfortunately, the current system allows some to avoid paying the EPT. We have agreed with Oleg Oleksandrovych that the regional tax office will strengthen control in this area, and our experts are ready to provide the necessary assistance," explained the head of the UAC.

Andriy Dykun thanked Oleg Kiper for his constructive cooperation and support. In turn, Kiper received gratitude from farmers for his significant contribution to the de-shadowing of Ukraine's economy.
