This occurred after Russia attacked Dnipro during a massive overnight strike on Ukraine, killing 12 people in the city.
As Dnipro Mayor Borys Filatov reported, the Russians struck Dnipro with cluster munitions. "Just look under your feet. The entire asphalt is pitted. This is a cluster munition. They deliberately strike with clusters to cause more casualties among civilians, police, rescuers, and utility services," Filatov wrote on social media.
