Rada legalizes domestic workers: what it means

The Verkhovna Rada passed a draft law that regulates the work of domestic workers, defines domestic work, sets requirements for an employment contract, prohibits hiring minors under 16, and obliges employers to ensure safe working conditions.

The Verkhovna Rada has adopted in the second reading a bill to regulate the labor of domestic workers. UNN reports with reference to MP Yaroslav Zheleznyak and draft law No. 5695. 

Draft law #5695 on the regulation of domestic workers was adopted. For in total  - 231

For example, the draft law No. 5695 on amendments to certain legislative acts of Ukraine on the regulation of domestic workers proposes, in particular: 

  • define domestic work as work performed for the household under an employment contract;
  • not to consider as domestic work work for the household, which is performed by a person irregularly and not more than 40 hours per month;
  • concluding an employment contract with domestic workers. 

It is not allowed to hire a person under the age of 16 as a domestic worker.

It is also proposed that the employer is responsible for ensuring safe and harmless working conditions, except in cases where an employee and employer conclude a remote work agreement.  The employee has the right to refuse to perform heavy work, work with harmful or dangerous working conditions.
