The NACP in Ukraine will use artificial intelligence to evaluate and verify officials' declarations, focusing on higher-risk declarations, which is different from the previous annual checks of all high-ranking officials.

The NACP is changing its approach to selection and verification of declarations. From now on, it will help to verify information with the help of with the help of artificial intelligence. This was stated by Deputy Head of the National Agency for the Prevention of Corruption Artem Sytnyk, UNN reports with citing the NACP press service .

According to Sytnyk, previously the NACP had to annually check the declarations of all top officials. For a full The declarations were selected for full verification depending on the category of position, first of all The President of Ukraine, ministers, MPs, judges of the Constitutional Court of Ukraine and the Supreme Court.

Thus, as reportedly, more than 99% of declarations were not covered by systemic control. "As a result, we did not fulfill the expectations of the society in terms of verification of declarations," the NACP deputy head said.

From now on, the selection of declarations will be selected based on the results of the risk assessment of the declaration, i.e. depending on on the risk rating indicator. This became possible because the Law of Ukraine "On Prevention of Corruption" was amended to remove the obligation to check all declarations of top officials annually. all declarations of top officials annually, which made it possible to actually change the approach to selection of declarations for verification on a risk-oriented basis

According to him, the last and a half years, when the mandatory submission of declarations and their verification, the NACP  has used this time to to develop IT products that can make verification more efficient.

All submitted declarations will be subject to risk assessment, those declarations that have the lowest risk rating and can be checked automatically will be able to be be checked using artificial intelligence - a mechanism for automated verification mechanism. This means comparing the declaration data with other registers, checking with certain "formulas", for example, to identify signs of illicit enrichment, the presence of enrichment, the presence of unjustified assets, etc

He noted that obtaining a certificate on passing the auto-check will not mean that the declaration has been fully verification, but will indicate that it has a minimum risk factor.

The NACP predicts that one third of of the declarations will pass this verification. The agency will be able to return to them if new facts are discovered or an appeal is received about signs of false declaration. "Out of the remaining 70% of declarations, will be selected for full verification. verification , those declarations with the highest risk rating will be selected declarations will be distributed in an automated mode for verification to the NACP's authorized persons," Sytnyk added.
